

Warren Forest Higher Education Council Welcomes
John Papalia as Next Executive Director
Warren Forest Higher Education Council (Hi-Ed) is pleased to announce the appointment of John Papalia as its next Executive Director. The selection was made official by the Council’s Board of Directors following a thorough search and evaluation process. “John brings a rare blend of vision, leadership, and community passion,” said Bob Dilks, Board Chair. “We are confident he will guide Hi-Ed into its next chapter with purpose and innovation.”

A lifelong resident of Warren County, Papalia has deep roots in the community and a proven track record of leadership. For the past 16 years, he has served with the Warren County Chamber of Business and Industry (WCCBI), beginning as Director of the Council on Tourism, later serving as Director of Chamber Operations, and most recently as Senior Vice President. These roles provided him with valuable experience in management, economic development, fundraising, and building public-private partnerships.

Papalia is a graduate of Edinboro University with a bachelor’s degree in education. He continued his professional growth through coursework with the International Economic Development Council. In 2024, he graduated from the Oklahoma University Economic Development Institute, one of the nation’s premier programs for economic development professionals.

His accomplishments include launching the Elevating Nonprofit Initiative in 2021, which continues to strengthen local nonprofit organizations by providing leadership training, operational support, and educational opportunities. Beyond his professional career, Papalia has remained active in volunteer service, currently serving as President of Revitalization of Youngsville, President of the Warren County Youth Baseball Softball Association Board, and as a board member of the Youngsville Television Corporation.

“I am honored to begin this new chapter with the Hi-Ed Council,” Papalia said. “As someone who grew up here, this community means everything to me. I believe in the power of education to open doors and strengthen communities, and I am committed to ensuring Hi-Ed continues to provide opportunities that truly make a difference in people’s lives. Together, we will build on the Council’s strong foundation to expand access, support workforce development, and deepen connections between schools, businesses, and families in Warren and Forest Counties.”

Papalia will begin his role on September 22nd, working alongside outgoing Executive Director Joan Stitzinger through the end of the year to ensure a smooth transition. Stitzinger expressed her confidence stating, “John has a long history of serving this community. I know he will lead Hi-Ed with the same energy, creativity, and heart that he has brought to every role he has taken on. Hi-Ed will be in good hands under his leadership.”
